Description
The City of Virginia Beach (CVB) Department of Human Services (DHS) is issuing a Request for Information (RFI) to gather market intelligence on Commercial Off-the-Shelf (COTS) cloud-hosted Electronic Health Record (EHR) solutions. The goal is to modernize the city's healthcare delivery system, improve client care, and enhance operational efficiency. DHS is researching EHR functionality, features, and is also interested in obtaining Rough Order of Magnitude (ROM) costs for purchase, installation, and maintenance for budgetary planning. The current environment utilizes Oracle's EHR system, Millennium, and the Care Tracker system for residential case management. The new system should support approximately 12,000 clients and 800 staff members, encompassing services such as outpatient therapy, medication management, group homes, crisis intervention, and more. Key objectives for the new EHR system include client health information management, referrals and care coordination, a client portal, e-prescribing, mobile accessibility, treatment plan automation, regulatory and billing management, and telehealth capabilities. Respondents are asked to provide information on their product offerings, implementation strategy, pricing models, and public sector client experience.
