Description
The New York Racing Association, Inc. (NYRA) is seeking a provider for on-site drug and alcohol testing supporting post-vehicle collisions, reasonable-suspicion incidents, random testing, return-to-duty testing, and required follow-up testing. Services must cover both Federal Department of Transportation requirements for CDL employees and NYRA’s internal non-DOT testing program, using urine, oral fluid/saliva, and breathalyzer testing without blood draws. The provider must offer 24/7/365 availability, respond to on-site requests within 60–90 minutes or sooner, manage random-selection pools and testing rosters, coordinate with a SAMHSA-certified laboratory and qualified Medical Review Officer, provide DOT-required supervisor training, support hearings and testimony, and maintain secure systems for testing records and sensitive employee health information. The initial agreement term is two years from execution, with two additional one-year renewal options. Proposals require separate technical and cost submissions, with the cost proposal completed using Exhibit C.
