Description
The University of Minnesota is seeking lump-sum construction proposals for hazardous-materials abatement at Bailey Hall, Bailey Dining Center, and the St. Paul Student Center, in preparation for demolition. Work includes removing and disposing of asbestos-containing materials identified in the building surveys, opening specified pipe chases and above-ceiling spaces to remove concealed asbestos insulation, and removing and packaging other regulated waste. Respondents may bid on one or more buildings; the University may award separate building scopes to multiple contractors or award all three buildings to one contractor. The proposal package calls for a cover page and declaration, team qualifications, a project approach and work plan, a building- and floor-level draft critical-path schedule with narrative, project pricing, a responsible-contractor compliance certificate and first-tier subcontractor list, and safety information when the respondent lacks an active University safety score. The approach and work plan is limited to seven pages. A mandatory pre-proposal meeting is required for prime firms. The total construction budget is $3 million, allocated at $1 million per building. The work is scheduled to begin in December 2026 or January 2027, depending on the building, and be complete by April 30, 2027.
