Description

The Defense Advanced Research Projects Agency is conducting a qualifications-based, two-phase selection for architect-engineer services supporting the DARPA Modernization Project. The project will refresh common spaces at the agency’s headquarters, including the DARPA Lobby, Conference Center Lobby, and lobby outside the Director’s Office, to create a museum-quality experience highlighting DARPA’s history, current work, and culture. The scope includes advanced interactive media, static artifacts, custom vitrines, museum lighting, aesthetic design, energy conservation, spatial optimization, universal accessibility, and integration within an operational secure headquarters without disrupting mission activities. The contractor will execute six sequential project phases and support a fast-track 16-month design-through-installation schedule. Phase I requires a completed Standard Form 330, Parts I and II, including specified sections for organizational information, key-personnel resumes, example projects, technical approach, locality knowledge, and firm qualifications. Submissions are limited to the stated page limits and must be text-searchable PDF or Microsoft Word files formatted in 12-point Times New Roman on 8.5-by-11-inch pages with margins of at least 0.75 inches. Cost proposals and price quotations are not requested. Evaluation will consider professional qualifications, specialized experience within the past five years, past performance, capacity, knowledge of the Arlington locality, and equitable distribution of Department of War contracts. Only small businesses under NAICS 541310 may submit; the most highly qualified firms may receive the restricted Phase II solicitation.
