Description
The University of Montana College of Science is considering a sole-source contract for a Picarro G2401-m high-precision greenhouse gas concentration analyzer package, including an A0901 19-inch monitor. The instrument must simultaneously measure CO, CO2, and CH4, with H2O included in the stated package, for aircraft-based fire-smoke research. Required capabilities include fast measurements of no more than 10 seconds, precision better than 40 ppb for CO, 250 ppb for CO2, and 2 ppb for CH4, stability across varying pressures and temperatures, aircraft-ready field deployment, rack mounting, weight below 50 kg, power consumption of no more than 500 watts, and operation at high altitudes. This is not a request for competitive proposals. Vendors that believe they can provide an equivalent product and services must submit a written challenge through the solicitation's Q&A Board within eMACS, using the heading "Request to Challenge," by the stated deadline. The notice explains that the University may proceed with the proposed sole-source purchase if no valid challenge demonstrates the availability of another source.
