Description
The U.S. Department of Agriculture is soliciting one brand-name-or-equal general-purpose near-infrared analyzer for research-based phenotypic characterization of seeds, grains, plant materials, and related agricultural matrices. The analyzer must provide non-destructive, non-contact analysis; support whole seeds, meals, flours, powders, pastes, slurries, pulps, and semi-solid materials; and quantify traits including moisture, oil, protein, sugars, starch, fiber, fatty acids, and other applicable constituents. It must support multi-crop calibration for peanut, sorghum, sesame, sweet potato, and additional germplasm, with analysis times under one minute and performance consistent with ISO 12099 or equivalent practices. The system must include diagnostics, wavelength and absorbance standardization, outlier detection, reference standards, data-acquisition and reporting software, standard-format data export, calibration-model import/modification/creation, and support for common chemometric algorithms. Standard U.S. electrical compatibility, a Windows-based integrated or connected computer system, manufacturer warranty, technical support, replacement parts, and calibration services are also required. Quotations must include pricing on the SF 1449 and technical product data; non-OEM or non-authorized-distributor offerors must provide resale authorization and product traceability. A Certificate of Conformance and applicable manufacturer and offeror certifications are required.
