Work To Be Done: The Work to be completed for the SCADA/Control Systems Integration (CSI) Master Services Agreement is described briefly as follows: The City of Warner Robins, Georgia is soliciting proposals from qualified firms to provide SCADA (Supervisory Control and Data Acquisition) and Control Systems Integration (CSI) maintenance, support, and capital improvement services for its drinking water treatment and wastewater treatment systems. The procurement will establish a Master Services Agreement (MSA) with one qualified contractor for ongoing SCADA/CSI maintenance and technical support on a task-order basis, with Task Order No. 1 — addressing immediate SCADA capital upgrades — issued concurrently with award. Proposers must attend a mandatory pre-bid meeting and site visit to be deemed responsive. Proposals will be evaluated on qualifications, technical approach, and pricing for both the MSA and Task Order No. 1. 2. Plans, Specifications and Contract Documents: The Issuing Office for the Bidding Documents is ESG Engineering, LLC, 6400 Peak Rd, Macon, GA 31210. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00am until 3:00 pm – advance notification/coordination is recommended. Bidding Documents may be viewed and downloaded for no cost by registering with the City's IonWave bidding system at https://wrga.ionwave.net/Login.aspx. City Bid Number: 26-U-4791. Printed bidding documents may be obtained from the Issuing Office upon payment of $200 per set. Payment is non-refundable. Pre-Bid Meeting (Mandatory): A mandatory pre-bid meeting will be held Friday, August 14, 2026, (9 A.M. ET) at Water Treatment Plant #1 (Corner of MLK Jr Blvd and Cornelia Dr), during which time site visits to other facilities will be made. 4. Contractor License: Any proposer submitting a proposal must be licensed by the State of Georgia. 5. Business License: Any proposer submitting a proposal must have a registered business license issued by the city, county or state the company is registered in. 6. Bonds: Proposals shall be accompanied by a bid/proposal bond or certified cashier's check in an amount not less than 5% of the base bid/proposal. All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best's Key Rating Guide Property Liability”. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. 7. Funding: This project will be funded through local funds. 8. Reservation of Rights: Owner reserves the right to reject any or all proposals, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional proposals and to reject any proposals if Owner believes that it would not be in the best interest of the Project to make an award to that Proposer, whether because the Proposal is not responsive or the Proposer is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. 62141 8/5-8/12" End of ad

The City of Warner Robins, Georgia is soliciting proposals from qualified firms to provide SCADA (Supervisory Control and Data Acquisition) and Control Systems Integration (CSI) maintenance, support, and capital improvement services for its water and wastewater utility systems. The procurement will establish a Master Services Agreement with one highly qualified contractor for ongoing maintenance and technical support on a task-order basis. The agreement will define the contractual framework, qualification standards, service-level expectations, and rate structures, with individual scopes authorized through task orders. Task Order No. 1, included as Appendix A, addresses immediate capital improvements to the City's SCADA infrastructure.
