Description
The City of New Bedford is seeking a vendor to provide a comprehensive emergency alert system, commonly known as reverse 911, for timely emergency and critical notifications to residents, employees, and other designated users. Required capabilities include SMS/text, email, and voice calls; high-volume simultaneous notifications; geographic and group targeting; user registration and preference management; message creation, scheduling, templates, multilingual notifications, multiple administrative access levels, delivery reporting, historical reporting, annual database cleaning, pre-recorded voice messages, and access to the general 911 call database. The system must operate through common web browsers and mobile devices and support reporting on registration geography, user counts, and selected languages. The selected vendor must provide a three-year contract's complete implementation and configuration, contact-list import assistance, testing, staff training, user guides, 24/7 unlimited technical support, maintenance, updates, security safeguards, backup and disaster recovery procedures, and emergency outage support. The proposal must describe the system, implementation and support approach, security and reliability, vendor experience and qualifications, and pricing. The technical proposal must be submitted separately from the price proposal, and the vendor must provide all software, licenses, implementation services, training, support, maintenance, and related services necessary for operation.
