Description
The project involves construction of the Exit 3 South Water Line Extension – Phase I, including approximately 660 linear feet of 12-inch water main, approximately 200 linear feet of boring beneath Interstate 81, and associated appurtenances. Work includes trenching and earthwork, ductile iron pressure utility piping, water piping installation, water appurtenances, utility pipe jacking, erosion and sedimentation controls, restoration, testing, and disinfection. Addenda clarify that all bids must be submitted electronically through PennBid, HDPE and HDD are not accepted, the steel casing must remain 24 inches with an 18-gauge minimum wall thickness, and the bid remains lump sum. The project also includes applicable Pennsylvania Department of Transportation highway-occupancy-permit requirements and Davis-Bacon wage rates; no DBE or Build America, Buy America requirements are referenced. The bid package requires a lump-sum bid, bid security, qualifications information, certifications, proposed subcontractor and supplier lists, and supporting documentation. The bid bond must equal 10 percent of the bidder's maximum bid price. The successful contractor must achieve substantial completion within 90 calendar days after contract times commence and final completion within 180 calendar days. Performance and payment bonds, each in an amount at least equal to the contract price, are required after award.
