Description
The City seeks qualified consulting firms to provide construction engineering and inspection services for upcoming roadway and drainage infrastructure projects funded through local sources and Federal Highway Administration grants. Services include full-time on-site inspection, oversight of materials sampling and testing, and contract administration to ensure compliance with project plans, City standards, and Louisiana Department of Transportation and Development specifications. Work will be authorized through project-specific task orders, with scopes, schedules, and fees negotiated as projects approach construction. Firms must demonstrate federal-aid compliance experience, including Davis-Bacon wage-rate compliance, disadvantaged business enterprise tracking, and federal civil-rights documentation; experience maintaining project diaries, verifying pay quantities, and managing change orders; and expertise in storm drainage, utility relocations, subgrade preparation, and asphalt and concrete pavement construction. The designated project engineer and field inspectors must hold the specified active state and local public agency qualifications and certifications. The initial fee budget is $500,000. The selected consultant will be expected to meet the City's Fair Share/DBE program requirements.
