Description
The City of Shreveport seeks to establish a pool of one to two qualified, licensed, insured, and bondable contractors to perform high-volume rehabilitation and repair work at multiple owner-occupied residences. The program anticipates work at up to 75 dwellings, with assignments issued according to program needs and no guaranteed minimum quantity or funding. The total program budget is not to exceed $1,818,750, inclusive of construction and rehabilitation costs, contractor profit and overhead, project delivery, and other program costs. The scope may include residential rehabilitation and code-related corrective work; roof repair and replacement; electrical, plumbing, water-heater, HVAC, window, door, weatherization, accessibility, interior, and exterior repairs; and lead-hazard reduction or lead-safe work when required. Contractors must provide labor, supervision, tools, equipment, materials, transportation, permits, licenses, subcontractors, and administrative support, and must manage multiple concurrent sites, site-specific estimates, inspections, documentation, payment requests, closeout, and warranties. Proposals must address experience and past performance, work planning, staffing and concurrent-project capacity, fiscal administration, financial capacity, insurance and bonding, Fair Share/DBE participation, licensing, and trade qualifications.
