Description
West Liberty University is soliciting proposals to replace its end-of-life IndigoVision video management platform and migrate its existing campus security cameras and associated hardware to a modern platform. The selected vendor must provide all software, materials, labor, supervision, installation, configuration, implementation, camera migration, documentation, training, cybersecurity features, and ongoing monthly or annual support options. The proposed system must support existing IP cameras and ONVIF, operate on the current network without major redesign, provide centralized multi-site management, live viewing, playback, export, role-based access, configurable retention, advanced motion/event-based search, mobile support, encryption, audit logs, and active patching. Integration with C-CURE 9000 is preferred but not mandatory; if offered, bidirectional integration and access-event video pop-ups are required. Existing recorded video migration is not required, and camera replacements required for compatibility must be included in the base proposal. The base proposal covers the existing active camera inventory and must include an initial support period. Vendors must submit a 12-month software license price, implementation pricing, other deployment costs, total project pricing, and five-year license or renewal pricing using the official pricing sheet. Optional/additive pricing is requested for cameras at Gary West Conference Center cabins, Commons Apartments, Belmont Savings Bank Indoor Practice Facility, Blatnik Gymnasium, and three entrance-gate license plate reader cameras. The proposal should include company qualifications, methodology and technology platforms, three similar customer references from the past five years including at least one higher-education reference, an anticipated project timeline, sample prior deliverables, and itemized pricing. The project is intended to be completed by December 31, 2026, with liquidated damages of $200 per calendar day after the applicable completion period.
