Description
The City of Charleston is soliciting Expressions of Interest from qualified firms for two combined scopes: full-time, on-site construction engineering and inspection services for the Capital Connector Project along the Kanawha Boulevard East Multimodal Corridor, and WVDOH Section 401.7 verification testing services for the City FANS Route. The Capital Connector scope includes daily construction inspection, quality assurance, materials testing oversight, documentation, submittal review, pay-quantity verification, coordination with WVDOH and FHWA, and project closeout. The FANS Route scope includes verification testing for approximately 6,000 tons of hot-mix asphalt and 70,000 square yards of milling, review of the contractor’s quality-control plan, testing records, reporting, and closeout support. Required personnel certifications include Asphalt Field Technician, Asphalt Compaction Technician, Radiation Safety Technician, and Asphalt Plant Certification. The Expression of Interest must address the firm’s experience, capabilities, assigned personnel, project manager, WVDOH and federal-aid expertise, municipal coordination, office location, subconsultant use, professional-engineer registration, account standing, debarment status, and applicable City tax standing. It must also include two client reference letters for comparable services completed within the last three years. No pricing may be included. Responses must be submitted as electronic PDFs; files over 15 MB should be provided through a secure, shareable link.
