Sealed electronic bids will be opened in the presence of the County Clerk at 2:00 P.M., prevailing Central Time, September 10, 2026. To participate, you must be registered as a Vendor in Vendor Self-Service (VSS) portal. There is no registration fee for St. Louis County vendors. Please register at the above website. It takes approximately 24 hours to process the registration. Potential bidders without Internet access may request the Invitation for Bid and alternate accommodations for submitting a bid by contacting the Division of Procurement at (314) 615-7067. Description
Saint Louis County Government is soliciting bids for a single supplier to furnish and deliver reflective and non-reflective roll sheeting for signs and vehicles. Required materials include Type I engineer-grade and removable reflective graphic film, Type III/IV high-intensity prismatic sheeting, Type XI full-cube microprismatic sheeting, non-reflective vinyl and transparent films, and clear protective overlay film, supplied in specified 50-yard roll widths and colors. Process inks, clears, thinners, and plastic washers must also be furnished at no additional cost. Materials must meet the stated Missouri highway-construction and ASTM specifications, be manufactured by one company or be manufacturer-compatible, and include required testing, certification, warranty, color, customer-reference, and product documentation. The awarded supplier must deliver orders within 30 days, maintain specified warranties, and provide required bid forms, pricing, references, color charts, NTPEP results, warranty information, and applicable equal-product documentation. Addendum 1 deletes the liquidated-damages requirement, extends the bid deadline to September 17, 2026, requires acknowledgment of the addendum with the bid, and requires bidder samples to be submitted by September 24, 2026. The initial contract term is three years with one optional two-year renewal.
