The U.S. Department of State's Bureau of Diplomatic Security (DS) is issuing a notice to manufacturers of shatter-resistant window film (SRWF) regarding new performance requirements. The Department has developed a new standard, SD-STD-03.01 Revision A, which establishes testing requirements for SRWF products to be added to or remain on the DS-Approved List of SRWF Products for Department of State Applications. Only products on this list are authorized for installation in Department facilities. To be eligible, new products must meet the performance standards of SD-STD-03.01 Revision A, achieve Class A or Class I under the ASTM E 84 flame test, and demonstrate surface abrasion resistance with haze not exceeding 3.2 percent after 100 turns using 500-gram weights on a CS10F abrasive wheel per ASTM D 1044. Products already on the list must pass these testing requirements by December 31, 2026, to remain on the list. The standard specifies testing per ASTM F3007 with a specific test setup, including 3 mm annealed glass samples, 12x12 inches, edge-to-edge film application, ball drop from 8 feet, and passing 4 of 5 tests with retention characteristics 1, 2, or 3. Manufacturers must submit test reports to DS/PSD/RD. This is a notice to manufacturers, not a solicitation for bids.
