Description
St. Charles County is soliciting bids for reconstruction of approximately 0.67 mile of Hepperman Road from Golf Club Drive to Route N. The work includes furnishing labor, materials, tools, and equipment for grading; asphalt pavement; curb and gutter; a five-foot sidewalk; drainage facilities; concrete approaches; erosion-control measures; pavement markings; signage; fencing; landscaping and restoration; traffic control; and related appurtenances. The contract requires completion within 300 calendar days after the written Notice to Proceed. Bidders must comply with federal-aid requirements, prevailing federal and state wage rates, Buy America provisions, DBE program requirements, OSHA training requirements, and environmental restrictions, including seasonal tree clearing between October 16 and March 31. A five-percent bid guaranty is required, and performance and payment/materials bonds are required for 100 percent of the contract amount. The apparent successful bidder must perform at least 30 percent of the original contract work with its own organization, and second-tier subcontracting is prohibited.
