Description
Emmet County seeks a qualified consultant to evaluate traffic flow, site access, queuing, safety, and operational conditions at the Pleasantview Road Drop-Off Center and Transfer Station. The study must address residential and commercial customer traffic, haulers, facility equipment, gatehouse processing, transfer station and material recovery facility operations, internal circulation, impacts to Pleasantview Road, emergency access, and future facility growth. The consultant must develop at least three conceptual alternatives, including operational and capital improvements; prepare traffic analyses, conceptual site plans, layouts, renderings, preliminary cost estimates, implementation and phasing recommendations, and permitting considerations; and produce an existing-conditions memorandum, traffic analysis report, final report, and recommended solution suitable for subsequent engineering, permitting, design, and construction solicitation. Proposals must include the County's Bidder Response Form, RFP Certification, IRS Form W-9, and required insurance documentation, along with qualifications, project approach, at least three comparable projects completed within the past five years, work plan, schedule, and detailed cost proposal.
