Description
The Otsego County Road Commission, in coordination with the Michigan Department of Transportation, is soliciting proposals from one prime contractor for performance-based janitorial, grounds, and lawn maintenance services at the Vanderbilt Rest Area on southbound I-75 and the Gaylord Rest Area on northbound I-75. The contractor must provide all personnel, supervision, equipment, tools, materials, dumpsters, supplies, snow and ice removal, restroom and building cleaning, litter removal, lawn mowing, trimming, edging, landscaping maintenance, and related minor maintenance. Services must meet detailed cleanliness, safety, staffing, inspection, and outcome-target requirements, including daily coverage generally from 7:00 a.m. to 5:30 p.m., additional holiday coverage, a minimum attendant wage of $16.50 per hour, background checks, employee training, and required reporting. The contract begins May 1, 2027, runs through April 30, 2030, and may be renewed for two additional one-year periods by mutual agreement. A mandatory pre-bid meeting and site visit are required; failure to attend disqualifies a bidder. Proposals must include detailed responses to the statement of work, terms and conditions, bidder information, at least three relevant prior experiences with references, staffing information and resumes, subcontractor information, past-performance and disclosure responses, place-of-performance information, and separately sealed technical and price proposals.
