Description
HDP University Senior L.P. seeks a consultant to advise on financing and tax credit syndication for a proposed affordable senior housing development of approximately 99 one-bedroom units. Services include reviewing the development budget, operating pro forma, sources and uses; assessing California tax-credit and bond financing options; identifying funding gaps and potential public and private funding sources; and developing a capital stack and financing strategy. The consultant will also support financial projections and funding applications, help identify and negotiate with lenders and investors, advise on loan terms, and assist with permanent loan conversion and the tax credit allocation process. Proposals must include Sections A–D addressing the firm's profile, qualifications and approach, capacity and personnel, and compliance history and conflicts; the required forms packet; and any exceptions to the solicitation or standard agreement. The cost proposal form requests milestone and overall not-to-exceed fees and hourly rates.
