Description
Atlantic County is soliciting professional legal services from bond counsel to support County Community College Chapter 12 bonds, general obligation bonds, bond anticipation notes, refunding bonds, and related capital ordinances. Services include preparing ordinances, resolutions, legal notices, certified records, offering statements, legal opinions, arbitrage and tax certificates, closing documents, bid and award documents, and assistance with bond sales and closings. The selected firm may also provide advice on disclosure, tax-exemption, bond proceeds, rebate calculations, and changes in federal or New Jersey law. The proposed key contact and alternate must be licensed New Jersey attorneys and demonstrate significant New Jersey public-finance experience, including bond sales of at least $25 million and specified County Community College Chapter 12 and County Vocational-Technical School bond sales. Proposals must include firm and attorney qualifications, relevant experience, an explanation of the service approach, up to four New Jersey government bond-sale references since July 1, 2022, and detailed fee schedules. The contract term expires December 31, 2027; the County does not guarantee that bonds will be issued in any particular year.
