Description
New York State Homes and Community Renewal, together with the New York State Housing Finance Agency, State of New York Mortgage Agency, State of New York Municipal Bond Bank Agency, and Tobacco Settlement Financing Corporation, is seeking qualified firms to establish prequalified panels for Senior Managing Underwriters and Co-Managing Underwriters, plus a Selling Group Member list. Firms may apply for Tier 1, Tier 2, Tier 3, or multiple categories, and proposals must address all four agencies collectively. Services include bond structuring and pricing, marketing and distribution, investor outreach, underwriting and capital commitments, refunding analysis, market commentary, financing schedules, pricing memoranda, secondary-market support, remarketing, liquidity and credit support, roadshows, and post-closing analysis. Firms must meet applicable SEC, FINRA, and/or MSRB registration requirements and provide proof of a physical New York office. The engagement is for three years with two optional one-year renewals. Required proposal materials include the coversheet, cover letter, certification, applicable technical responses, administrative and diversity materials, financial information, and required state forms and certifications. The solicitation establishes goals of 30% MWBE participation and 6% SDVOB participation.
