Description
The City of San Diego is conducting a two-step procurement to select a qualified design-builder for the replacement of the original 1989 low-slope EPDM roof system on the San Diego Convention Center West Building. The approximately $7.5 million project includes existing-condition investigations, design, permitting, demolition and disposal of the existing roof system and ballast, installation of a complete watertight roofing and drainage system, replacement of insulation and flashings, roof access improvements, drainage and slope improvements, and coordination with rooftop HVAC, electrical, plumbing, communications, antenna, photovoltaic, structural, and fall-protection systems. The design-builder must maintain substantially uninterrupted convention-center operations during design and construction, including phased work, temporary weather protection, noise and odor controls, event coordination, public safety, and protection from water intrusion. The scope also includes surveys, testing, structural and moisture evaluations, permit support, environmental and nesting-bird surveys, startup, and required reporting. The project is subject to a Project Labor Agreement, prevailing wage requirements, California requirements, and mandatory SLBE/ELBE subcontracting participation or documented good-faith efforts. Step 1 requires a Statement of Qualifications; shortlisted firms will later receive an RFP.
