Description

The Defense Logistics Agency Energy is soliciting comprehensive non-personal Government-Owned, Contractor-Operated fuel services at Naval Air Weapons Station China Lake. The contractor must provide personnel, equipment, tools, materials, supplies, and supervision to manage, operate, and maintain the installation's bulk fuel facilities, including receipt, storage, handling, dispensing, inventory accounting, product quality surveillance, and operator-level, preventive, recurring, building, grounds, vehicle, and equipment maintenance. The facility includes a 430,000-gallon aboveground storage tank system for F-24 jet fuel, with commercial tank-truck receipts, two bulk loading points, and historical annual throughput of approximately 13.55 million gallons. The contractor must provide a qualified and trained workforce, contractor-furnished aviation refuel trucks and utility vehicles, laboratory and spill-response equipment, personal protective equipment, uniforms, internet and business hardware, and detailed staffing, training, operations, inventory/accountability, product quality, safety, security, environmental, maintenance, and contingency plans. Performance requires continuous fuel support, quality sampling and testing, inventory control, environmental and spill-response compliance, security controls, and support for changing or surge operations without additional overtime or augmentation reimbursement. The Government anticipates a firm-fixed-price contract with a four-year base period, one five-year option period, and a potential six-month service extension.
