Description
The City of Oxnard is soliciting bids for annual and as-needed inspection, testing, reporting, and minor repair services for six industrial oil-filled power transformers rated from 480V to 2,500V and above. The scope includes visual and mechanical inspections; electrical tests such as insulation resistance, turns ratio, power factor, winding resistance, excitation current, and dielectric absorption; transformer-oil sampling and laboratory analysis, including dissolved gas analysis; optional infrared, ultrasonic, SFRA, filtration, and reconditioning services; and minor component repairs. The contractor must provide qualified personnel, calibrated NIST-traceable instruments, oil-processing equipment, reports, recommendations, and safe restoration of equipment. Required qualifications include an active California C-10 Electrical Contractor License, NETA Level 2 or Level 3 certification for onsite technicians, ISO/IEC 17025 accreditation for the testing laboratory, and current DIR public-works registration. The contract has a three-year base term with two one-year options, for a maximum potential term of five years, and is awarded to the lowest responsive and responsible bidder.
