Description
The U.S. Army is soliciting an 8(a)-restricted, indefinite-delivery/indefinite-quantity, firm-fixed-price contract for horizontal facility construction and miscellaneous paving at Dugway Proving Ground. The scope includes construction, repair, demolition, and maintenance of asphalt and concrete pavements, paved and unpaved roads, trails, shoulders, parking areas, sidewalks, curbs, vehicle and maintenance yards, bridges, airfield pavement, pavement markings, slurry seals, asphalt core sampling and patching, grading, excavation, drainage, erosion control, utility distribution systems, hauling, dust suppression, traffic control, and associated appurtenances. Work will be issued through task or delivery orders across five work zones. The contract has a 12-month base period and four one-year option periods, with ordering from April 21, 2027, through April 20, 2032. The solicitation states a $50,000 guaranteed minimum and a $30,000,000 maximum contract value; it also identifies an estimated annual magnitude of up to $5,000,000. Bidders must submit pricing through the provided contract line-item template, a completed and signed SF 1442, a bid guarantee, a bondability letter demonstrating capacity for the stated contract value, and acknowledgment of all amendments. The work requires quality control, sampling and testing, safety and security compliance, dust-control documentation, and performance and payment bonds.
