Description
The U.S. Coast Guard is conducting a Request for Information for a complete, operational Joint Maritime Training Facility live-fire maritime and urban training system. The anticipated requirement includes facility design and engineering; ballistic containment; fabrication, delivery, installation, integration, testing, certification or validation, commissioning, documentation, and operator and maintenance training. The system must support three occupied training levels and an upper-level or tower feature, maritime and urban scenarios, lower-deck and engine-room areas, configurable rooms and corridors, ship-style doors and hatches, ladders, grated decks, confined passageways, vertical access and rappelling, observation platforms, projectile management, portable bullet traps, and corrosion-resistant outdoor operation. The anticipated contractor would also provide foundations, site preparation, drainage, structural framing, weather protection, electrical and lighting systems, ventilation, fire/life-safety systems, emergency egress, quality control, ballistic validation documentation, as-built drawings, O&M manuals, spare-parts recommendations, inspection checklists, maintenance schedules, lifecycle-support recommendations, and Government acceptance support. The planning basis includes containment for 6.8 mm XM1188E1 ammunition, sacrificial ballistic rubber or an appropriate bullet-trap system, and up to 34 portable bullet traps. The anticipated period of performance is no more than 300 calendar days from award or Notice to Proceed. This is market research rather than a solicitation for proposals, and responses are voluntary.
