Description
The University of North Carolina Wilmington Police Department is soliciting proposals for a fully integrated software solution to replace its existing Computer Aided Dispatch (CAD), Records Management System (RMS), field reporting, and mobile CAD systems. The solution must support North Carolina and federal law-enforcement reporting, including NIBRS, North Carolina State Bureau of Investigation, Administrative Office of the Courts, NCIC, and DCI interfaces; real-time CAD/RMS synchronization; audit trails; mobile reporting; evidence and property management; document management; crime analysis; Clery Act reporting; public-records workflows; and role-based security appropriate for CJIS information. The proposed platform must be cloud-based or vendor-hosted and provide secure access, encryption, disaster recovery, data export, and availability commitments. Vendors must address implementation, data migration, training, testing, support, integrations such as Axon Evidence and Microsoft 365, and the required technical questions. Desired capabilities include AI-assisted transcription and quality assurance, AVL and mapping, Genetec integration, mobile supervisory review, and expanded analytics. The initial contract term is three years with two optional one-year renewals.
