Description
This solicitation is for the replacement of an underground fuel tank with a new above-ground fuel tank and dispensing system at the Federal Prison Camp (FPC) Yankton. The project includes decommissioning the existing underground tank, which involves notifying regulatory bodies, safely isolating and securing the system, removing remaining fuel and residues, and rendering the tank vapor-free. The scope also includes excavating and disposing of the old tank and associated piping, conducting a certified site assessment with soil samples, and obtaining a closure letter from the Department of Agriculture and Natural Resources. The new work involves preparing the site with a compacted stone base and pouring a reinforced concrete pad to support a new 3,000-gallon horizontal split compartment double-wall aboveground storage tank (500 gallons diesel, 2,500 gallons unleaded). The tank must be UL 142 listed and equipped with various safety and monitoring features, including continuous leak detection, an overfill prevention valve, and an electronic tank gauge with a high-level alarm. The project also requires the installation of a raised concrete fuel island pad, new fuel dispensers with hoses, breakaways, and nozzles, and connection to a new automated fuel tracking system. The contractor will provide 30 vehicle key fobs and 2 general key fobs. Finally, protective bollards will be installed, and the system will undergo pressure/leak testing.
