Description

The City of Wheat Ridge is soliciting proposals from qualified entities to conduct a Nexus Study for a Housing Impact (Linkage) Fee. The study aims to assess the demand for affordable housing generated by both residential and commercial development and to explore a legally defensible fee structure. This initiative supports the City's Affordable Housing Strategy and Action Plan by investigating a linkage fee as a revenue source for the City's Housing Fund, following a feasibility analysis that indicated an Inclusionary Housing Zoning (IHZ) program might not be the most suitable approach for Wheat Ridge at this time due to market constraints. The scope of work includes a review of Nexus Studies and legal authority, case studies of similar fees in peer cities, demographic and market analysis, a housing impact fee nexus analysis for both residential and non-residential development, feasibility analysis of proposed fees, revenue projections, stakeholder outreach, and policy recommendations. Deliverables include a final Nexus Study report, a policy recommendations report, draft ordinance language if applicable, and presentations to City Council.
