Description
The National Oceanic and Atmospheric Administration (NOAA) Acquisition & Grants Office, Western Acquisition Division, Oceanic and Atmospheric Research (OAR), and NOAA Central and Regional Libraries (NCRL) intends to negotiate and award a purchase order on a sole-source basis for non-personal services for Swift-Active Screener licenses. This software is unique as it uses a statistical analysis algorithm to inform screeners when they have met a specific percentage of relevant papers, allowing them to know when to stop searching. This capability is essential for NOAA Library staff to efficiently process requests and support the NOAA research mission. Sciome LLC has confirmed they are the sole manufacturer and distributor of this software. The period of performance is from August 17, 2026, to August 16, 2030, including a base period and three option years.
