Description
The City of Waco is soliciting proposals for a non-exclusive service agreement covering airport-owned baggage handling systems and passenger boarding bridges. The contractor must provide qualified supervision, labor, technicians, tools, diagnostic equipment, transportation, materials, supplies, replacement components, documentation, and related resources for scheduled and on-call maintenance, inspections, corrective repairs, emergency response, and technical support in accordance with manufacturer recommendations, airport requirements, applicable laws, and safety standards. The scope includes preventive maintenance, condition assessments, troubleshooting, structural, mechanical, electrical, hydraulic, controls, conveyor, PLC/VFD, safety, pre-conditioned-air, and related systems; service reports and maintenance histories; parts support; 24/7 emergency availability; airport staff training for up to six personnel; and a target on-site critical-emergency response time of eight hours or less. The City will provide available technical records and may provide remote access where equipment supports it; contractors will be escorted by airport staff rather than issued airport badges. The initial term is five years with one optional one-year renewal. Proposers must submit technical, staffing, emergency-response, training, reporting, pricing, experience, references, and completed City forms and certifications. Addendum 2 requires acknowledgment with the proposal response.
