Description
The U.S. Department of Veterans Affairs requires on-site full electrical power distribution equipment testing, inspection, maintenance, calibration, minor repair, and housekeeping at the Louis Stokes Cleveland VA Medical Center. The scope includes substations, transformers, switchgear, switchboards, circuit breakers, protective relays, control-power batteries, motor controls, busways, automatic transfer switches, and related electrical components. Work includes tri-annual testing and inspection, annual ground-resistance testing, infrared thermographic surveys, transformer-oil testing, relay testing, preventive maintenance, and participation in a four-hour essential electrical system outage test in 2029. Services must follow applicable NETA, NFPA, OSHA, VA, and manufacturer standards, with qualified and licensed electrical personnel and calibrated testing equipment. The contractor must provide labor, materials, equipment, transportation, supervision, personal protective equipment, safety planning, quality control, and detailed inspection and maintenance reports. The contract includes a base year and four option years, from November 1, 2026, through October 31, 2031. Offerors must provide pricing for all base and option line items, technical capability information, relevant experience and references, required representations and certifications, and a statement accepting the solicitation terms or identifying exceptions.
