Description
Chatham County is soliciting proposals from qualified nonprofit, for-profit, and governmental service providers to manage and implement Thinking for a Change (T4C), an evidence-based cognitive behavioral intervention for youth ages 11-17 under Juvenile Court custody or supervision. The program is intended to reduce recidivism and address criminogenic thinking, social skills, cognitive self-change, and problem-solving needs among youth at moderate or high risk of reoffending. The selected provider will deliver 25 in-person lessons of up to two hours each, provide a facilitation space in Chatham County, serve 15 youth through two cohorts, recruit and manage qualified facilitators, coordinate training and licensing, ensure fidelity to the T4C model, develop policies and procedures, collect and report program data, monitor subcontractors and outcomes, and coordinate with the Juvenile Court and referral agencies. Services must commence no later than December 1, 2026, and continue through the program year ending June 30, 2027. Proposals are evaluated on experience and qualifications, technical approach, MBE/WBE participation, and references.
