Description

U.S. Special Operations Command is soliciting technology experimentation nominations from industry, academia, individuals, and government laboratories for SOF Combat Diving and maritime domain situational-awareness capabilities. Focus areas include diver communications; compact, marinized underwater communication and navigation systems; diver propulsion and underwater interfaces; augmented-vision displays; and commercial off-the-shelf technologies that can operate in underwater littoral environments. The call also seeks integrated maritime-domain awareness capabilities for autonomous unmanned surface vehicles, including visual, acoustic, electromagnetic, physical, and chemical sensing; artificial-intelligence analysis and decision-making; targeting and battle-damage assessment; and integration with existing command-and-control systems. Selected respondents may be invited to demonstrate technologies at a December 2026 experimentation event in Key West, Florida. Respondents must submit a Scout Card through the Vulcan system, complete the mandatory electronic Supplemental Information form, and provide the required signed photo release and applicable technical, safety, frequency-authorization, experiment-plan, testing, and device-information materials. This is an RFI/special notice for experimentation nominations, not a request for proposals or marketing demonstrations; any later award may use a non-FAR vehicle or other authorized agreement.
