The Department of Veterans Affairs is conducting market research for a planned national mandatory requirements contract covering roflumilast tablets for the Department of Veterans Affairs, Department of Defense, Indian Health Service, Bureau of Prisons, and Federal Health Care Center. The anticipated requirement includes 250 mcg tablets in 28-count packages and 500 mcg tablets in 30-count and 90-count packages, with estimated annual usage of 11,870, 18,916, and 13,880 bottles, respectively. The products are expected to be awarded in the aggregate across all strengths and sizes, with a preference for a base year plus up to four option years and committed-volume pricing below Federal Supply Schedule or open-market prices. Offerors must have distinct eleven-digit National Drug Code numbers identifying their products and, if not the manufacturer, provide a manufacturer commitment letter. The contractor must support Pharmaceutical Prime Vendor chargeback agreements and meet the specified unit-of-use packaging requirements, including child-resistant closures, minimum 120 cc bottles, dimensional and labeling requirements, and the stated packaging alternatives for 250 mcg tablets. The notice also requests information regarding business size, domestic or Trade Agreements Act-designated-country origin, manufacturing capability, interest in the future solicitation, and ability to begin supply within 60 days of award.
