Description
The State of Vermont, through the Department of Vermont Health Access, seeks one or more independent CPA firms to conduct annual programmatic and financial audits of its State-Based Exchange under 45 CFR Part 155. The work includes examining financial reporting and compliance, internal controls and processes for eligibility determinations and enrollment, privacy and security safeguards, monitoring and reporting activities, and selected performance measures. The contractor must issue financial statement and programmatic compliance audit reports in accordance with applicable AICPA attestation standards and Government Auditing Standards. The solicitation seeks audits for state fiscal years 2026 through 2030. The financial audit report is due by March 27 and the programmatic compliance report by May 15 of each contract year. Proposals must include a cover letter, technical response, price schedule, completed Certificate of Compliance, references from at least three similar clients from the last 12 months, and a sample of applicable reporting documentation. A redacted technical response is required if applicable.
