Description
East Bay Charter Township is requesting Statements of Qualifications from independent CPA firms to audit the Township’s basic financial statements for fiscal years 2026 through 2029. Services include financial statement opinions, Government Auditing Standards reporting, internal-control and compliance reporting, management letters, Township Board communications, Michigan Department of Treasury filings, F65 reporting, GASB guidance, routine accounting assistance, and presentation of results at a regular July Township Board meeting. The FY2026 engagement must include a Single Audit because federal expenditures are expected to exceed $1,000,000. The selected firm must audit federal awards, report on compliance and internal control over compliance, and submit the reporting package to the Federal Audit Clearinghouse by September 30, 2027. Firms must be Michigan-licensed, independent, have a passing peer-review rating, possess at least five years of Michigan local-government audit experience including Single Audits, and carry at least $1,000,000 of professional liability insurance. The Statement of Qualifications is limited to 25 pages plus resumes and the peer-review letter; the fee proposal is submitted separately using Attachment A.
