Description
This special notice and market-research opportunity concerns an upcoming competitive construction acquisition for a 150,000-square-foot Modified Standard Design Medium TOE-RW aircraft maintenance hangar at Fort Campbell. The anticipated delivery method is Progressive Design-Build under an Other Transaction agreement for a prototype project. The project is expected to include large clear-span rotary-wing aircraft hangar bays; complex fire protection and suppression systems, including HEF/AFFF; overhead bridge cranes; fall protection; specialized grounding and power systems; maintenance shops, tool rooms, administrative offices, and personnel support spaces; and connecting taxiways, aircraft parking aprons, security fencing, and utility tie-ins. The estimated acquisition magnitude is $220 million. The planned pre-award process includes a 12-page-or-less Statement of Qualifications, excluding the surety letter; short-listing of approximately three design-builders; a mandatory site visit during pitch preparation for shortlisted firms; live, interactive pitch presentations; and exclusive negotiations with the selected design-builder. The notice requests information regarding innovative construction technologies, Other Transaction and Progressive Design-Build experience, aviation and hangar construction expertise, risk allocation, open-book pricing, Guaranteed Maximum Price timing, subcontractor integration, bonding capability, and alternative acquisition strategies.
