Description
The project covers plugging and abandoning multiple orphan oil, gas, and injection wells, removing associated equipment, and restoring the sites to pre-drilling conditions. Work includes site characterization, emissions quantification where leaks are present, necessary undergrowth clearing, excavation of lined or surface pits to capture fluids, well plugging in accordance with the approved plans, and completion of well-plugging reports and required documentation. No long-term soil or groundwater remediation is required. The contractor must hold a current Certificate of Qualification in classification 1799.06, Oil Well Services, and perform at least 15% of the work with its own forces; subcontracting is limited to 85% of the work value. The specified construction period runs through December 31, 2027. The bid package includes a unit-price sheet and requires a bid bond equal to at least 10% of the bid, including additive alternates. A 3% IVOSB participation goal applies; the specifications state that MBE and WBE goals do not apply to this project.
