Description
The Defense Logistics Agency (DLA) Troop Support is planning to acquire the manufacture and delivery of various Modular Lightweight Load Carrying Equipment (MOLLE) components. These include Assault Packs (NSN 8465-01-641-6358), Canteen Pouches (NSN 8465-01-641-9310), M4 Two Mag Pouches (NSN 8465-01-641-9431), Waist Packs (NSN 8465-01-641-9395), Flash Bang Pouches (NSN 8465-01-641-9419), M111 Grenade Pouches (NSN 8465-01-723-5295), 200 RD Saw Gunner Pouches (NSN 8465-01-642-2292), 100 RD Utility Pouches (NSN 8465-01-642-2287), 40MM Single Explosive Pouches (NSN 8465-01-642-2291), 40MM Double Explosive Pouches (NSN 8465-01-642-2293), and 40MM Double Pyrotechnic Pouches (NSN 8465-01-642-2294). All components must be manufactured in accordance with purchase description CO-PD-02-02 Rev R, May 9, 2024. The contract will be an Indefinite Quantity, Firm Fixed-Priced, Tiered Pricing Period Contract with three (3), 12-month ordering periods. The government will obligate the guaranteed minimum quantity at contract award. The annual estimated quantities are provided for informational purposes only and do not obligate the government to order these quantities. First Article Approval (FAA) will be required with a Production Lead Time (PLT) of 210 days for the initial order, and 120 days for subsequent orders. Inspection and Acceptance will be at the source, with deliveries to Third Party Logistics (3PL) depots in Pendergrass, Georgia, Austin, Texas, and Lansing, Michigan (FOB Destination). The solicitation will be issued as Full and Open Competition with FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns. The source selection methodology will be Best Value, Tradeoff. Evaluation factors include Product Demonstration Models (PDMs), Surge and Sustainment Capability Assessment Plan (CAP), and Past Performance Evaluation. All offerors must be registered in SAM to be eligible for award. The solicitation will be posted on https://www.dibbs.bsm.dla.mil/, and instructions for submitting offers will be provided within the solicitation remarks.
