Description
The National Guard Bureau is conducting market research for a potential fixed-price construction agreement, possibly using an Other Transaction Agreement, to build an eight-bay aircraft maintenance hangar complex supporting 21 F-15EX aircraft. The planned scope includes corrosion-control and fuel-cell hangar space, maintenance bays, shops, administrative and training areas, equipment and material storage, utility and infrastructure upgrades, demolition of existing buildings, and replacement parking. Construction may be phased across three hangars, with specialized foundation and facility requirements to address flood-plain conditions and compliance with applicable military design and force-protection standards. The estimated project magnitude is $150 million–$200 million. The notice seeks market intelligence rather than proposals for an active construction solicitation. Interested firms are asked to provide company and comparable-project information, relevant aviation and military construction experience, capacity and bonding information, views on OTAs and transaction terms, and feedback on phased funding, pricing, schedule, and execution risks. Responses are limited to 10–15 pages. An industry day is anticipated for early to mid-December 2026, with on-site, virtual, and hybrid formats under consideration.
