Description

The University of Utah is soliciting Stage I proposals from prime contractors for the Red Butte Garden Parking Expansion, University Project No. 22841. The project includes new parking areas, a dedicated school-bus drop-off area, lighting, landscaping and irrigation, stormwater detention, sanitary sewer and water improvements, shoring and retaining walls with stone veneer, pedestrian connections, and realignment of a segment of the Bonneville Shoreline Trail. The work also requires coordination with existing oil, natural-gas, water, and other utility infrastructure; maintenance of access to Red Butte Garden and the Natural History Museum; public and trail-user safety measures; traffic control; erosion and sediment control; and protection of existing landscaping and plantings. For the Stage I proposal, bidders may assume 14,000 tons of backfill; detailed takeoff information and bidding documents will be provided during Stage II. The procurement uses a Value Based Selection process. The initial submission consists of a combined Management Plan and Statement of Qualifications, University Performance References Form, and Termination/Debarment Certification. The combined management-plan and qualifications submission is limited to 10 pages, excluding the cover page and section tabs, and must address the contractor's organization, qualifications, schedule, project risks, management approach, subcontractor and vendor selection, site logistics, safety, quality control, and project understanding. Shortlisted firms will submit cost proposals, bid bonds, and value-engineering proposals during Stage II. The estimated construction cost is $4,700,000; substantial completion is requested by April 30, 2027, and the selected contractor must provide 100% performance and payment bonds.
