Description
The State of Missouri, Department of Social Services, is seeking proposals for centralized collections and disbursements services. This contract will involve managing child support payments, including processing collections, issuing disbursements, and providing customer service related to these financial transactions. The scope of work includes receiving and processing various payment types (checks, EFT/ACH, credit cards), managing electronic funds transfers, issuing payments via ACH, Electronic Payment Cards (EPC), and checks, and maintaining the Missouri Automated Child Support System (MACSS). The contractor will be responsible for customer service, including handling inquiries via phone and potentially online chat, and managing exceptions such as unidentified payments or returned disbursements. The contract period is for the date of award through five (5) years after completion of implementation and acceptance by the State Agency. The contractor must comply with all state and federal laws, regulations, and policies related to child support services and data confidentiality. Key requirements include robust data security, disaster recovery planning, and adherence to specific performance metrics.
