Description
Prince George's County Memorial Library System seeks a consulting firm to review and recommend improvements to its employee classification system, compensation structure, and related policies. The work includes evaluating approximately 70 position descriptions and 16 pay grades with three pay scales each; reviewing comparator jurisdictions; assessing job classifications, internal equity, market competitiveness, and salary structures; and recommending updates to classifications, position descriptions, career pathways, and compensation practices. A focused review of Library Associate and Librarian/Public Services Specialist roles is also required, including analysis of librarian qualifications under Maryland law. The consultant must plan stakeholder engagement and site visits, provide staff education on the job evaluation methodology, and deliver a classification recommendations matrix, job-title guidelines, proposed career pathways, an updated classification plan, and draft and final reports with implementation costs and a timetable. The proposal must include a technical proposal and a separate cost proposal. The total project budget may not exceed $130,000, inclusive of fees, expenses, and deliverables.
