Description
The U.S. Army is seeking capability statements from qualified businesses interested in providing non-personal professional support services as Technical Analysts for the Organization and Personnel Force Development Directorate. The requirement covers support across fourteen Force Structure Life Cycle functions and four major divisions, including Senior Program Analyst support for aviation officer, warrant officer, enlisted, and aviation organization issues. The contractor would provide personnel, equipment, supplies, transportation, materials, supervision, and related support, and participate in temporary duty travel, stakeholder meetings, working groups, and tabletop exercises. This is a Sources Sought notice and not a solicitation or request for proposal. The anticipated contract structure is firm-fixed-price, with a base period from January 31, 2027, through January 30, 2028, five one-year option periods, and a final six-month option period. The requirement may be competed as a small-business set-aside, in whole or in part, or as full and open competition; multiple awards may be made. Respondents must describe relevant experience, technical capabilities, subcontractor-management experience, business size and profile, ability to satisfy facility and safeguarding requirements, and ability to perform at least 50% of the work if a small-business set-aside applies. A Secret facility clearance, or the demonstrated ability to obtain one, is required, and the work includes security, operations security, and anti-terrorism requirements.
