Description
NASA is conducting market research for commercial and non-commercial capabilities supporting the 310-foot NASA Barge Pegasus. The requested scope includes tugboat services and support labor for approximately four to five annual tows along inland and ocean routes, vessel preparation, loading, transportation, offloading, and onboard support for a four- to five-person crew and NASA representative. The requirement also seeks day-to-day vessel maintenance and readiness support; inspections and preventive maintenance for propulsion, steering, electrical, hydraulic, ballast, navigation, and auxiliary systems; technical assessments of vessel hardware, software, regulatory compliance, structural condition, and modernization needs; and shipyard maintenance and upgrades, including dry-docking, hull cleaning and coating, structural repairs, anode replacement, system overhauls, nondestructive testing, cargo-handling improvements, safety equipment replacement, and habitability improvements. Respondents are asked to provide company information, technical capabilities, relevant experience, operational plans, rough-order-of-magnitude pricing, and risk-management and safety information. Responses are limited to 15 pages and should be submitted as PDF files by email.
