Description
The City of Huntsville is soliciting sealed fixed-price bids for janitorial services at parks and recreation facilities. The scope includes routine and deep cleaning of restrooms, offices, break rooms, floors, carpets, windows, entryways, locker rooms, showers, and exterior areas; trash removal; supply restocking; porter services; floor stripping, waxing, buffing, and extraction; cleaning equipment and supplies; supervision; emergency and callback services; and digital inspection and quality-assurance reporting. Base-scope consumables are included in the monthly price, seasonal locations are priced on a prorated 12-month basis, and additional event or out-of-schedule cleanings are issued by work order and billed at the hourly rate. A contractor-provided GPS timekeeping application is acceptable, and a nationwide background check is required for personnel. The dedicated account manager must be based locally. The procurement is being rebid because the existing contract is expiring. No pre-bid meeting will be held. The award will use a best-value evaluation balancing price and the graded proposal. The initial contract term is one year from award, with two additional one-year renewal terms. A performance bond equal to 100 percent of the annual contract amount is required and must be renewed annually; the addendum states that a bid bond is not required. Required submissions include the pricing and compliance appendices, bidder information and ownership forms, detailed bidder information, executive summary, qualifications and staffing materials, product and supply information, references, methodology, applicable training and safety programs, management resumes, E-Verify documentation, and the performance bond.
