Description
The U.S. Department of Veterans Affairs is soliciting a firm-fixed-price contractor to replace the roofs on Building 3D, the Physical Therapy building, Roof 10, and Roof 11 at the Wilmington VA Medical Center. The work includes complete removal of existing roofing materials and insulation down to the applicable deck, installation of a 60-mil Elevate RubberGard EPDM LS-FR white roofing system or equivalent, tapered insulation with a minimum overall R-33 value, HD cover board, flashing and penetration work, roof-drain repair and reconfiguration, lightning-protection removal and reinstallation, and a minimum 20-year weather-tight warranty. Roof 11 equipment will be relocated during the work, AT&T will relocate telecommunications equipment, and PT-roof antennas, mounts, and wiring must be removed and reinstalled. The contractor must coordinate work at an occupied medical facility, maintain emergency access and dust controls, provide dumpsters and waste-management documentation, and comply with weekday work-hour restrictions unless the Contracting Officer's Representative approves otherwise. Potentially deteriorated metal decking will be handled through an authorized unit-price modification; the contractor must immediately notify the Contracting Officer and Contracting Officer's Representative when deterioration is discovered. Construction completion is expected 60 days after the Notice to Proceed, with case-by-case consideration of extensions for specified delays. The procurement is a total Service-Disabled Veteran-Owned Small Business set-aside, and the solicitation states that no more than 75% of the amount paid by the Government, excluding materials, may be paid to non-certified SDVOSB firms for special-trade construction. Amendment 0004 extends the receipt of offers and bid opening from October 7, 2026, at 11:00 a.m. EDT, to October 21, 2026, at 11:00 a.m. EDT. Performance and payment bonds are required when the construction project exceeds $150,000; payment bonds or other approved payment protections are required when it exceeds $35,000.
