The County of Chester is soliciting bids for specified firearms and accessories for the Chester County Prison, including AR15 5.56 rifles, .308 semi-automatic rifles, red dot sights, and suppressors. Manufacturers, models, and part numbers establish the minimum required standards; approved equal products may be considered only under the substitution process, which requires a point-by-point technical comparison and supporting manufacturer documentation by the substitution deadline. The procurement is a lowest responsive and responsible bid process. The solicitation identifies eight approximately ten-year-old Aero Precision SBRs chambered in 5.56 as available for trade-in. Bidders must submit a bid guaranty of at least 10% of the total bid amount. The successful bidder must provide performance security equal to 50% of the contract award, in the form of a cashier's check, certified check, or performance bond. Addendum 3 requires bidders using a performance bond to submit the Consent of Surety with a power of attorney, and requires acknowledgment of Addendum 3 on the Signature Page.
