Description
The U.S. Army intends to award a single-award Cost-Plus-Fixed-Fee term contract for Systems Engineering and Technical Assistance (SETA) services supporting Public Safety Communications and the Base Emergency Communications System. The contractor will provide programmatic support, systems engineering, cybersecurity management, architecture modernization, systems integration, testing and validation, configuration management, risk management, market analysis, and technical documentation. The scope covers PSAP modernization, Computer-Aided Dispatch, NG-911 call-handling and infrastructure, GIS and Location Information Services, commercial NGCS and Army ESINet integration, Project 25 Land Mobile Radio modernization, Army Emergency Mass Warning and Notification systems including ALERT! and Giant Voice, and interoperability with related emergency communications capabilities. Personnel must have the required technical qualifications and active or interim Secret clearances before beginning work. The draft PWS identifies a one-year base period, two one-year option periods, and an option to extend services under FAR 52.217-8; the updated offer deadline is October 1, 2026, at 12:00 p.m. Eastern Time.
